<p>Le nom de Billom pourrait venir de "Biliomagus", nom formé à partir du celte "magus" signifiant marché. Billom était situé sur le parcours de la <a href="../../../../articles/v/o/i/Voie_romaine.html" title="Voie romaine">voie romaine</a> qui relie <a href="../../../../articles/l/y/o/Lyon.html" title="Lyon">Lyon</a> à <a href="../../../../articles/b/o/r/Bordeaux.html" title="Bordeaux">Bordeaux</a> et qui passe par <a href="../../../../articles/c/l/e/Clermont-Ferrand_1f66.html" title="Clermont-Ferrand">Clermont</a> (des bornes milliaires ont été retrouvées). Aucun élément n'atteste la présence d'un vicus à Billom à l'époque gallo-romaine. En revanche, les villae sont nombreuses dans la campagne alentour.</p>

<p>Un atelier monétaire est attesté à l'époque mérovingienne. C'est la première mention certaine de l'existence d'un vicus.</p>

<p>Au Moyen-Age, Billom est constitué de deux quartiers distincts : Saint Cerneuf et Saint Loup. Une première enceinte entoure Saint Cerneuf et son église au XII<sup class="exposant">e</sup> et <span class="romain" title="Nombre écrit en chiffres romains">XIII</span><sup class="exposant">e</sup> siècle. Au <span class="romain" title="Nombre écrit en chiffres romains">XIV</span><sup class="exposant">e</sup> siècle, les deux quartiers sont réunis par une muraille qui sera remaniée au <span class="romain" title="Nombre écrit en chiffres romains">XVI</span><sup class="exposant">e</sup> siècle (pour faire face à la menace de bandes protestantes).</p>
<p>Certains historiens ont cru pouvoir dire qu'au XIIIe siècle, la modeste ville de Billom comptait une brillante université (la quatrième de France, après Paris, Toulouse et Montpellier et qui aurait compté jusqu'à deux milles élèves !). Si Billom était depuis 1281, la 4ème Bonne Ville d'Auvergne, elle restait une bourgade commerçante de taille modeste (quelques milliers d'habitants) et y voir une université majeure n'est guère sérieux ... Malheureusement, cette rumeur se perpétue ... Les éléments attestés évoquent un diplome de bachelier ès arts délivré à Billom au <span class="romain" title="Nombre écrit en chiffres romains">XIII</span><sup class="exposant">e</sup> siècle. Au <span class="romain" title="Nombre écrit en chiffres romains">XV</span><sup class="exposant">e</sup> siècle, un enseignement de droit civil et de droit canon est dispensé. Un travail sérieux manque pour juger du nombre d'élèves concernés ...</p>

Ce collège se trouvait à l'emplacement de l'actuel collège public.</li>

<p>Le collège des Jésuites fut porté sur le devant de la scène en 1762, lors de l'interdiction de l'ordre et de la mise sous séquestre de ses biens. Une perquisition a révélé la présence du "typus religionis", un immense tableau<sup id="cite_ref-0" class="reference"><a href="#cite_note-0" title=""><span class="cite_crochet">[</span>1<span class="cite_crochet">]</span></a></sup> qui montre le pape et les Jésuites à la barre d'un navire symbolisant le monde. Cette pièce sera utilisée lors du procès contre les Jésuites. Capucins, Jésuites, Bénédictines, Visitandines, nombreuses confréries, chanoines de Saint Cerneuf, religieux qui gèrent l'hopital général, Billom est avant tout une ville où les religieux sont nombreux au Moyen-Age et à l'époque moderne. Ceci lui vaudra le nom de "Billom le Saint". Deux processions importantes se déroulent tous les ans : la procession du précieux sang et la procession des Pénitents noirs. Pendant la période révolutionnaire, ce fameux "précieux sang" fut analysé par les Révolutionnaires soucieux de discréditer la religion chrétienne. Le sang était en fait de l'essence d'origine végétale ...</p>
<p>Création du tribunal de commerce (un des premiers en France). Il sera confirmé par <a href="../../../../articles/c/h/a/Charles_IX_de_France_e71b.html" title="Charles IX de France">Charles IX</a> en <a href="../../../../articles/1/5/6/1569.html" title="1569">1569</a> et <a href="../../../../articles/h/e/n/Henri_IV_de_France_c67d.html" title="Henri IV de France">Henry IV</a> en <a href="../../../../articles/1/5/9/1594.html" title="1594">1594</a>. Il sera actif jusqu'en <a href="../../../../articles/1/9/9/1999.html" title="1999">1999</a>. Billom fut effectivement au Moyen-Age et à l'époque moderne une ville commerciale. Elle produisait notamment des cordages à partir du chanvre, cordages très utilisés pour équiper les bateaux de la marine royale. Billom décline au XVII<sup class="exposant">e</sup> et au début du <span class="romain" title="Nombre écrit en chiffres romains">XVIII</span><sup class="exposant">e</sup> siècle. La ville est très touchée par les crises frumentaires de 1693-94 et 1709. Le déclin de Billom se poursuit au <span class="romain" title="Nombre écrit en chiffres romains">XIX</span><sup class="exposant">e</sup> siècle après l'abandon du chanvre. La culture de l'ail se développe après 1850.</p>

<p>Billom est aujourd'hui dans la zone d'influence de l'agglomération clermontoise. Située à une 30aine de minutes de Clermont, elle bénéficie de la périurbanisation. Son superbe centre médiéval, le dynamisme notamment culturel de ses habitants, la beauté des paysages vallonés qui l'entourent ("la Toscane auvergnate"), aux portes de Clermont lui donnent des raisons d'espérer un avenir serein même si elle ne retrouvera pas sa grandeur passée.</p>
